Distraction-Free Learning
There is new state legislation that was recently signed by Governor Kathy Hochul as part of the annual NYS budget that impacts all public schools across the state, including VCSD. Beginning this academic year (2025-2026), students will no longer be permitted to use internet-enabled devices during the school day.This legislation was passed with the intent of reducing distractions, promoting in-person engagement, and improving academic outcomes.
Beginning this school year, students are not permitted to use personal internet-enabled devices at any time during the school day, including both instructional and non-instructional times (e.g., lunch). Devices covered under this policy include smartphones, smartwatches, tablets, and any other device capable of connecting to the internet.
What this means for VJH students
What’s staying the same:
- Students must store their cell phones in their lockers from 7:35 AM to 2:15 PM.
What has changed:
- In addition to cell phones, students must now store smartwatches, personal tablets, and any other non-VCSD-provided internet-enabled devices in their lockers during the school day.
Communication During the School Day
Parents and guardians can still contact their child during the school day by:
- Calling the main office
- Emailing their child’s teacher(s) or using ParentSquare
- Dropping off a written note at the main office

Board of Education Policy #7136
The District consulted with local stakeholders including employee organizations representing each bargaining unit, parents, and students to develop this policy to prohibit the use of Internet-enabled devices by students during the school day. This policy aims to ensure that students remain focused on their academic responsibilities throughout the school day, which includes all instructional and non-instructional periods such as homeroom, lunch, recess, study halls, and passing time.
